I re-told this story back in the NS2 forum, but forgot to save it when we moved here. Patty hadn't read it, so I'm retelling the story the best I can remember, and I'll also upload the family file, at the end. It might take me a few days. There are TONS of photos!
I began this story, because EA said that Unsavoury could NOT...EVER...be played. He wasn't meant to be played. He was meant to show up and terrorize the other Sims and steal from them, etc., but they said that nobody would ever be able to play him as a character (without mods).
So...when he showed up in one of the hoods I was playing (Monopoly--to determine winners of the different deeds) one day, I decided to try to prove them wrong. Here he is, getting ready to steal some perfume from the display on the counter. As you can see, the clerk has caught him at it.
Look at her frown! He tries to pretend he meant to PAY for that perfume, and...
...then he does pay. Actually, though, he ended up with more than one of those perfume bottles in his inventory, I found out, later, so he still got by with a bit of a steal!

So then he goes over to the piano, where the Sim I was playing at the time, was playing the piano. It was THEN, that I realized that the two guys looked identical, except for their clothing! PERFECT!
Proof of the pudding...
Since they were right there together, I was able to click on Unsavoury, and lo and behold, I got the option to "Add to Family." Hooray! They were playing right into my hands! I wasn't sure what would happen, so I just kept on playing. He didn't show up in my Sims panel for the other guy right away, but I thought, "Well...I'll just wait and see," and he DID show up...after the end of his workday (of stealing, etc.)!
The other Sim had gone home, and was cooking dinner or something, when suddenly up popped Unsavoury in the Sims panel for the home! As I switched to him, to play him (which was successful, as you can see in the next photo), he suddenly whirled out of his clothing into his...ummm...swimsuit...ummm...no...BIRTHDAY SUIT! Yikes! As you can also see (as always), I had the pixellation turned off, so I got this picture of him behind the hedge, entering the hot tub.
I figured that maybe since he was a non-playable NPC, he didn't HAVE a swimsuit, so I took him into CaS to make sure he DID have one...and he DID! I hadn't known, at the time, that some Sims, even back in TS2, would go nude into the hot tub, if they were certain personalities!

Some other Sims came by to visit the household (like they always used to for a new household, remember? I couldn't get Unsavoury to interact with anyone, so I finally made this lady (picture below) join the family, as well, if I'm recalling correctly, and then I had HER ask HIM to join her for a conversation (you know...how they used to be able to sit in little circles on the ground and tell stories, or something like that). As you can see, he began to tell her of his life...probably mostly in prison!
Then she (whoever she was) gave him a gift, and he accepted it!
A little later, the man of the house came out to the hot tub and jumped in (with his swimsuit ON), and Unsavoury jumped in with him. He seemed to be telling the other guy that he was glad they were going to be family...or friends...or whatever, but the first guy was feeling a bit antsy. Watching him, I caught the newspaper girl out by the hedge, looking at them in the hot tub. As you can see, she recognized Unsavoury for who he was--even without his clothing!
I was thinking she was just reacting to him as a "bad man," but in the next picture, even though I cut off the picture above her head, you can see that she was very SHOCKED, as well. The picture showed that it was his nudity that was shocking her! Look at this face!
As the paper girl goes on her way, Unsavoury gets out of the pool, just as the new lady of the house jumps out of the swimming pool, whirling into her regular clothing. SHE sees Unsavoury in the nude, and SHE gets shocked!
The reason he was getting out of the hot tub right then, was because it was time for him to go back to work as an unsavoury charlatan!
At this point, I was worried that I'd never see him again, and his picture did, indeed, disappear from the Sims panel once again.
